Yasuo's strength and power aside, this 2 lines imply that a champ can be broken as long as they are very hard to play, which is not right. There is a reason why Dota's Invoker got reworked and nerfed during the transition to Dota2 even though nobody can play him right, because for those who actually can, the champ is just blatantly broken. Balance is in the end of the day, global. If a champ is "hard" but once you do know how to play them you'd get access to extra power, then the "hard" tag is completely meaningless and counterintuitive to the cause.
All champs should all have the same total power budget, no playing favourite.
