I ran into a 4 man premade all with Riot tags and just wanted to know if theu were actually Rioters- they did not have Riot in their names and I am guessing that they just got a good tag pretty quickly and aren't real rioters.

The RIOT club tag can't be used by normal players. They said that here.
Last thing to mention here, club names and tags are unique, so you can only create one club of any given name or tag, and there’ll be a few reserved names and tags (for example, using the tag [RIOT] or [#$%^] isn’t going to fly).
