Can we buff/change liandry torment?

At the moment saying this item sucks at its job is a bit of an understatment. oh this is designed for burning TANKS? ok we will give you some FLAT pen you know... unlike item 3135 we give you that FLAT just cause -15 mr will leave a dent in those 6000 hp sions with a 1000 hp sheild on them being ulted by fucking lulu with a soraka healing them... another thing about this item is why is the passive so fucking weak? for a tank shredding item? herp de derp 2% CURRENT hp every second for 2 seconds doing 6% current hp... but it isnt 6% is it? because after each tick their current hp is lower so it gets reduced. so if you got 100 hp. 2% of that is 98. now you got to get 2% of 98 and thats 96.4 and now you need 2% of that gone so its 94.1142 like you cant see a differents here but when we get into the big numbers it just be better to have "heres 6% current health gone on spell hit". (edit i just looked it up to check my facts turns out it ticks for 1% current hp every half a second... so thats even worst...) and something i forgot to mention is it magic.. like its bad enough scaling as it is but still having like 80% of that damage removed in mr... come on.. Something else iv never understood about this item is why it is so bad at scaling with champion spells. like granted it works better on people with dots.... but not by fucking much its like "oh you get 2 extra 2% current health ticks arnt we nice"

Like if i was gonna rework this item id make it 1% max health damage... per second... for 3 seconds... but now it stacks... so people with 500 dots benefit more then Ahri Annie Diana like the whole point of dot champions is to do damage over time to big fat tanks so how about we let them?

so TLDR item doesn't fill the roll the its meant to (kind of like tank ekko) passive is worthless flat pen makes no sense for a tank burning item scales with every champ the same (which is bad)

So far i think the item itself is fine: the passive is not meant to burn tanks only, but to provide damage that scales on the enemy target. This means that the champion that picks it can have access to some base damage without investing heavily on AP over long periods of time as long as it can provide a damage source.

In fact, this is a common item among supports, tanks that deal magic damage and mages that have many forms of costant damage and cc (see Zyra and Anivia).

Remember that even if it is %health damage it gets mitigated by Mresist, and squishies like mages and carries have 0 mresistance per level and build few of it, while tanks build a lot more, so they actually get a lot more damage than it seems. There is also to point out that the item is not meant to be much useful on assassins, since its main purpose is to erode the enemies away. Maybe sime assassins might find it useful for extra tankiness and poke power, but then they would lack CC or would require a lot of team coordination to pull it off.

But yeah, an item different from Liadry that builds from haunting guise would be cool. I suppose Riot does not do so because having assassins with tankiness is not a good deal, however.
