Can't take half this thread seriously. Evelynn is my second most played champion and main jungler.
One - Regardless of what you all say, she can't dps for shit atm no matter what you build.
Two - Her main issue is she doesn't have a first jungle item that fits her well. Lizard was awesome and made jungle Eve work. Welp that's gone. Now that she doesn't have an early game or a late game she is now useless. The E changes might make devourer work but that sounds retarded to build on Eve.
Three - For the love of god stop talking about how Eve should be when you all don't even main her. Please shutup. I'm not up to let people change the feel of the champ for what they want when it's not what Eve players want. Most the people her played her less than 10 games. Wow...
yeah old stealth was better. Had longer cooldown but you stayed stealth until you were in E/Q range Instead of them seeing you from half a mile away. lmfao.
Well, it was already useless with its nerf but now we have the sightstones. But, if that's not the only problem, she undoes her "invisibility" to use her E which only gives bonus Movement Speed. And even that wasn't enough. Lets take away poke, power, and give her one good ability. Her W. But even with that, Rek'Sia's passive will show you where she is. I must also say, that even if she was as invisible as Teemo stealth running around, she'd only be playable again. T_T Glad its just terrible. BTW: I don't play Evelynn.
But she has a 1:1 ap ratio on her E how is she not viable? and why are people bitching about her lack of tank stats when Akali exists? aren't people upset about assassins having surviveability and now people are saying Eve's not surviveable enough? Just give a slow on her E and a 3 second sheild on her w when she procs it and problem fixed. it doesn't even need to be a big shield just a 0.2 ap ratio. Now she's a shield assassin with a decent team fight phase. Or we can create a ap shield version of 
, with a 0.15 ap ratio.
All they need to do to fix eve is make her W not remove her from stealth. You then need to make the strategic decision to use it to get into combat or save it to get out. Riot is always taking about this very thing, players having to make tactical decisions,

With the new jungle and her ult nerf that happened ages ago she's really kind of lacking, but it isn't because of her passive. With the vision changes and pinks always being visible now eve can could put out tremendous lane pressure simply by existing. You could either pink against her and give her free gold whenever she visited your lane, or you were forced to play conservatively or risk getting caught by complete surprise when she showed up. She does shit damage now and the new jungle probably beats the hell out of her (I don't know I haven't tried it yet), but that's unrelated to her stealth mechanics.
Eve is invisible to wards, and can't be seen by enemy minions either. It doesn't sound like much when you attach silly meme pictures to it, but it made her freakin TERRIFYING for the few months of her existence when she wasn't nerfed into the ground. The only way to be SURE you were safe from her ganks was to pink everywhere (which are 100g a pop and she or her team could destroy easily if found) or to never leave tower's true sight range.
eve has always had a tough time with balance, shes been reworked so many times and nerfed so many times it isn't even funny xD.

Eve's E animation needs to scaled with her Attack Speed.
