Huge problem in low level games

I made a smurf a while ago and recently I decided to level it up. I have so far played 6 games from levels 8-9, and in literally every one there has been an afk.

What's going on here? It's rare I have an afk when I play on my level 30 account, but every single game on a low level account?

It makes it very hard to have any kind of enjoyable experience since every game is a one-sided stomp, either in my favor or the enemy team's. The only way to not have this crap happen is to queue with a bunch of high level friends so then people actually care.

This obviously creates huge issues for new players, since they're either going to have an unenjoyable experience every single game due to afks, or because everyone is so much better than them. This is a really big deal for pretty obvious reasons.
