When is it a good time to buy cull?

I never usually or ever buy cull because i never know when to buy it, i mean the only times i buy it is when I'm playing gangplank when I'm not doing too well in lane. What are its uses and in what situations do i buy it? Thanks :3

It's almost always a worse choice than say doran's blade, but can be good in very defensive laning phases like bot lane with a heal heavy support.
