Annie Needs Balanced and this is why.
Iv'e come to the conclusion Annie needs to be better balanced. Annie has very little counter play aimed at her. She is able to top, mid, support. Where ever she goes she has high base damage and strong utility, especially as a support. You honestly can't tell me when you don't see a Annie bot lane your not already thinking of here we go another mage to deal with.
Not only does she have high base damage and strong utility she has a tremendous auto attack range. There are only 5 AD carries that out range her being Caitlyn,Tristana(Once she reaches like lev 10),Jinx(when swamped to rockets),Kog'maw(when he W's), and Twitch when he ults. I mean come on... that is scary to go up against as a ADC. Your afraid to poke her because if you get to close you get struck by her Disintegrate which has the same range as her auto's of 625 which isn't even a skill shot and has high AP Ratio to boot.
Next lets look at her passive Pyromania. Every 4th spell she is able to proc a stun on all enemies she hits with her next offensive spell. And what a nice duration lasting from 1.25 to 1.75 seconds and being able to affect multiple targets. If used right your better than Sej or Amumu. The passive it's self isn't so bad, but what is is the spells she can synergize the passive with. The issue spells in her kit that affect this the most are her 2 AOE based spells Incinerate & Tibbers being the bigger of the 2 culprits that tilts Annie into a unbalanced killing machine.
Tibbers has a great AP Ratio and is a instant cast with great range. Unless you can predict when Annie's about to summon Tibbers he is coming out to play. Incinerate is a 50° conic area in front of you with a range of 625 same as your auto. This also has a great AP Ratio of over 75% and with it your can easily stun multiple foes bursting them down or setting up for ganks or initiate to start a team fight, just second best in comparison to Tibbers. Sure Incinerate may be her skill shot but it's a cone so I highly doubt you'll miss it all that often. On the other hand you have her Q Disintegrate which actually is also a has a list of problems. To begin it is a target spell, basically a Taric stun except way better because of the high AP Ratio and base damage. Also when you kill a minion with it it refunds you the mana cost and reduces the cooldown of it by half. Come on now by half... it already has a flat 4 second cooldown as it is. So if used correctly Annie can have access to Disintegrate every 2 seconds or less if she has cooldown reduction items to further reduce it. It's a great spell to poke and harass with stunning your foe while being able to poke them with auto's from a relative safe distance. Even if this stun can proc only after fulfilling Pyromania's requirement which isn't going to be all that hard with short cooldowns.
Annie's got great range, high base damage, really strong AP Ratio's on all her spells minus Molten Shield yet it to has a problem that only goes to show Annie is beyond strong. Her Molten Shield can grant her between 10-50 addition Armor & Magic Resistance as well as dealing damage each time a target attacks her while the shields active dealing magic damage. So yea Molten Shield is like a mini Thronmail, tell me that doesn't bother you ADC players out there. To make it even worse Annie can activate Molten Shield to grant Tibbers extra Armor & Magic Resist plus TIbbers gets a movement speed bonus for a short duration. Come on seriously! How much more does this child need.
Here a some possible changes that I feel can better balance Annie without effecting much of her damage. For starters lets look at Disintegrate. I feel the cooldown needs to be increased to somewhere like 5-7 second flat cooldown. This is going to make it so players have to be more aware of when to use it on a enemy champion because you will have to wait on the longer CD and this will make it so you need to learn to last hit minions with more precision. The other route would be to make the ability a aimed skill shot. I rather not see this route taken though. The other is to increase it's overall mana cost so it can't be cast as freely. Next her base auto attacks could use a slight range decrease to minimize her poke potential. Lastly is Tibbers. The AP Ratio I feel is to strong for his initial location of magic burst damage. This certainly needs to be toned down even if it's only slightly. Also the cast range I feel is a bit much so it to should be tuned down since it's a instant cast spell within a full radius around her. Tibbers simply does to much burst on top of his high damage AOE also having a nice range of 200 making it hard to get out of. This just melts players before they have a chance to counter react because most often you'll be caught by Pyromania's stun since Tibber's triggered it.
I hope this sheds some light and I hope I don't get to much hate or discrimination. These are my own viewpoints and I tried to go into great depth to provide meaning behind why I feel she is currently unbalanced.
