You should probably actually click the link in the thread showing that I am complaining about the 160-200 ping I am getting, and that the 69 ping is a fucking reference point as that is what it is when I PING LA SERVERS.

"I cannot play this game at all" With this, I really hope you are talking about not being able to log in because if you're complaining about 'not being able to play' at '160-200' ping, then I don't really feel bad for you. East coast has been ignored for years now, and these are normal for some of us on a busy day.
If you're talking about just pinging the server, then that will be different than what you actually play. Pinging sends a small packet, playing a game sends a constant stream of larger packets.
This could be a cause of the delay, OR it could be back from when the servers were melting and they gave a false green. There were crazy amounts of packet drops for quite a few people.
Even in this last log link you have posted, your BEST ping while you're having a 'problem' is my BEST ping on my BEST day. And your connectivity wasn't freezing I'm assuming because you are showing >1% packet loss.
I really don't feel bad for you EVEN THROUGH the 'evidence'
I'm sorry that you are playing at something you're not used to, and it can be a poor experience, but don't degrade what I say because you're not having it perfect.
Maybe it is something on their end, maybe it's something on AT&T's end. A lag log isn't going to tell us that though.
Where are you located?
What are you used to experiencing in game?
Was there an outage in your area?
Does this happen in a certain time frame?
There is more to it than just 'I have high ping.'
