Skins apearing from nowhere

So my brother started up league and when he got into his first game he realized that he was using the frost queen janna skin. The problem, he doesn't own it. He had nothing saying before about him being gifted a skin and he didn't even click n the skin before the match. I just wanted to see if it could be a really messed up problem with pre season.
