Why dont i have access to the new Project skins and chests?

I already tried relogging in to league but the Project chests doesn't show up in the shop. isn't it supposed to be out? I see people in posts that have already bought project chests.(not PBE) is it just me or do most people still can't access this update?

its out in OCE, EUW, im not sure about other regions but its not out in NA for some reason.

It's just not live on NA yet. Should be within a few hours I think.
