My thoughts on Kled (as well as runes/masteries)
Hes basically a sion mixed with a tahm mixed with a graves.
The way i play the kit is simple. you q, it hits, you e, that hits, you proc your w, you e out and your q had proc'ed, u win every trade. Now i see people going thunderlords. i didnt like that in pbe. the way his kit works, i didnt like ferver either. i recommend the deathfire grasp (think jhin, its effective). It is easy to proc, it burns for a lot. and you win lots of trades (YOU HAVE NO MANA!).
I think on release people are playing him wrong. they think like the pros will see him, and just build him meta tank and get to lategame and there gonna do sick teamfight co-ordination shit. thats good, if you play at a elo that you can utilize teamplay and his ult fully.
But the problem is, you dont need tp on kled. you can know a teamfights gonna happen and either stop someones tp, or start cheating towards that dragon fight, or that baron fight. then let your team know the direction your incoming and ult. and then your whole team comes running in fast behind your engage.
Go ignite flash. play top aggressively, play it to win lane. if you get ahead freeze and farm by your tower then harass them anytime they go for cs.
Ward well early, and rush a tank/ad item. i recommend frozen mallet. as it just makes his combo easier. but ive also seen steraks work well on him. Then you go the other item most games unless you need resistances early. Then deaths dance. Deaths dance is a really crucial item on him in my opinion. it delays damage while taking damage so you can get to your passive faster.
Id be happy to hop in a 1v1 and show anyone a bunch of cool combos you can do with his kit. or make some videos if people want to see.
In teamfights and in most games. just find someone that will follow you. an assassin or a jg engager or a support. tell him ahead of time when your gonna ult and where, then you go in and distract 3-5 people, they get dumpstered by your team running at them full speed, and your tanky enough to live through things.
Core items: steraks/frozenmallet/deaths dance/cd boots
backup items: black cleaver, botrk, merc treads, randuins, locket of the iron solari, ga, deadmans plate, talisman, etc. situationally theres tons. spirit visage/banshees for mr as well.
Main runes: ad quints, ad reds, armour yellows, 6 cdr blues, 3 mr scaling.
main masteries, i run 18-12 With a focus on deathfire. you could also run 12-18 with thunderlords. or even 12-0-18 with grasp (hes melee)
main spells: flash ignite, or tp flash. Ghost is also really strong on him. so ghost/tp is an option as well.

Also, in jungle you can go strength of ages, start red side. rush cinderhulk. then continue with tank/ad build. engage then kite back to carries to peel.
