Can we swap Ahri and Ryze's prices?

Think about it for a moment.

Ahri is the face of League, thanks to her lead role in A New Dawn, as well as being one of Riot's favourite champion designs overall. She's easy to learn, fairly difficult to master, but her abilities are both coherent and straightforward.

Ryze is one of the most mechanically demanding champions in League and has an incredibly complex kit with abilities that all interlock with each other in different ways.

Why is one of the most complex champions in the game 450 IP while one of the simplest is 4800?

Like, if I was a new player, who got sucked in by watching A New Dawn and especially wanted to play Ahri, do you really want to tell me "Hey, go play ~50 games before you can unlock Ahri! Or, you could buy Ryze/Amumu/Garen/some other boring idiot right now!", or would you rather be able to say "Don't worry, you can unlock Ahri after a few games"?
