When will the snowdown begin?

I've been waiting for what seems to be forever for The Snowdown to begin. Can anyone give me some insight as to when we can expect it? I was reading around and saw that the last two started on the 16th. I was thinking maybe they are delaying because of all the new content already being released sense harrowing,and releasing it a little later to not overwhelm summoners with to much content.

But hey, if your like me there can never be enough content! Go Riot! :)

I have no idea, it's actually kind of weird that Riot is so secretive about it. I've got money, I want to spend it... Riot, why can't I spend my money? Is there some secret handshake I need to know just to get the right to buy a skin? It's really weird.
