Would you play ranked if it was a paid subscription?

- 1 free ranked dodge a day
- Improved leaver buster system.
- Player and Credit Card Bans.
- Monthly LoL merchandise
Just a few options something like this would come with. Honestly, time is money....if I could somehow mitigate the chances of playing ranked with toxic 12 year olds, I would GLADLY pay $5-10 a month just for ranked! Playing 4 on 5's, being yelled at by team-mates and knowing they will never get punished is getting really damn annoying.
I know the above system is not fool proof; hell if someone wants to pay money to throw games, sure; those idiots exist. However if Riot had a large subscription, I am sure they could hire a team of tribunal staff that would randomly watch/critique/ record games to actually punish and ban properly.
