ranked restrictions shouldnt require wins

Especially how swayed matchmaking is in normals just played against 2 golds a diamond and 2 plats i had a silver 5 an elo boosted gold 3 a silver 2 sivir and silver 1 ashe support. Besides that being no fun for anyone in the game that could take years to go through the game at that rate. plus players dont try at all and cant get banned for it which is pretty asinine in itself

You realize that not requiring wins will only increase that problem, right? That is specifically why they require you to win.

It's not much of a punishment if you were allowed to just que for normals and sit around and lose until you can go back to ranked.
