PBE Sign up page problem

I tried signing up for the PBE in early 2014 and I am trying it again now. I have tried for months now but I just get an error screen like this one: https://gyazo.com/0edb62186d83c2c733d31a31fa6d9c08 every time I try I click the "Sign me up" button it either doesn't load after a while or brings me to that screen. Ay help would be awesome.
