Have you tried the art-for-rp thing they do?
Just do a drawing of your favorite league champ, even if you're not great at drawing just try the best you can to make them identifiable. Upload the pic to your computer if it already isn't and submit it in a ticket. This will make it somewhat more likely (though not guaranteed) for them to comply with your request.
It is once-per-lifetime, so if you've already requested RP in the past, you are ineligible for any further RP requests made to riot.
