I keep getting in plat 3 to plat 2 promos and then I start getting the worst teams ever. I lost promos like 4 times now and my mmr is now just garbage. It's always that if I don't carry, then we lose, or half of the time my whole team just gets dumpstered.

maaaaaaaaaaaaaaaaaan don't be complaining too much about being plat 3. That's a pretty nice rank. At that point its more of a "climb even higher" than a "climb out of".
But anyways to answer the question. You get out of plat the same way you get out of any other rank, Get better. I don't know what any of your particular weaknesses are so it's up to you figure out what that is, improve on it, then go wreck some scubs.
Play champs that don't rely on teamwork to win.
