It's more like a suggestion to add a requirement to enter into Ranked for the first time on your account. What board would one post such an idea to?

jk probably this one, I think reds occasionally look through all the forums.

But we already have a requirement to play about 300 games before someone can enter ranked in the form of the leveling system.

300 games under your belt sounds good on paper, but in reality it isn't teaching the skills necessary to be an effective champion or team mate. I've been playing since the beginning of Season 3, I have noticed a gradual decrease of the knowledge of basic skills.

A silver ranked champion, regardless of being carried or placed from provisionals, shouldn't have less than 100 cs at the 20 min mark as the ad carry. That is a serious lack of the most basic skill you need in league, last hitting. I watched a gold stream last night where a top Gnar was killed twice from standing still and AAing minions, attempting to dodge skill shots as he noticed them being proc'd instead of keeping himself moving around to make himself harder target to hit/predict.

And when I thought about it.. the only reason I learned last hitting was an important skill to have wasn't because of the few places Riot mentioned it, it was because my friends who convinced me to play have 2000+ games under their belt, watch videos and streams, read guides, and perfect strategies, and then taught me. Even through Riot's subtle messages, I initially thought the best strategy was to push as hard as I can and maybe get a last hit if I was lucky, and if the champion was harassing me, then harassing them back was #1 priority over farming. Had I picked up this game and played alone, I may have learned through flaming teammates, but otherwise I can't be sure if 2 years later I'd still be using those novice strategies. Nearly all general laning strategies and basic survival habits that are important for a summoner to have by level 30, Riot doesn't teach any of them with enough emphasis to make them seem significant, if Riot mentions or teaches them at all.

Entering ranked with that ignorance can be debilitating is debilitating to the team and it's so frequent that I stopped playing ranked mode alone. Hell, the amount of "Unskilled Player" posts in the forum concerning reporting, banning, and just general complaining about ranked is enough for me to feel that requiring my idea before ranked is unlocked is going to prevent players leveling to 30 through "Co-Op vs AI," Custom games, and ARAM to ruin ranked games for the others players by feeding or generally being ineffective genuinely due to the lack of skill they should hypothetically possess after 300 games.
