Will New Client Delete Item Sets When Installed?

When I put LoL on my new PC or when ever I had to repair or re-download the client it would delete all my item sets. Im guessing that this means item sets are stored client side on your PC so I was wondering that when we all have to download the new client will it delete item sets like the old one dose?
