Can we make "ignoring teammates in trouble" a reportable offense?

I come across SO many games where allies simply ignore everyone on their team, especially the support. I was in yet another game where everyone pretended I didn't exist, whenever darius or sion chased me out of the fight my teammates started dropping like flies, but when I was still there they could take them all on. So Lee and his friends start acting like they don't need me and that I'm worthless, despite them never being able to hold down a fight without me, and then they all file false reports against me because they're mad that I asked to be treated like I exist. There's nothing I can do either, they're all mad that I DARED to ask top be noticed, so the whole enemy team just assumes they're telling the truth and I get 9 reports against me for absolutely no reason.

Can we make this kind of behavior reportable?

Refusing to communicate is a reportable offense already.

I can say with out a doubt, you won't get banned for not communicating. You simply can't; not typing or ignoring teammates does infact fall under the category of "failure to communicate with teammates", but I can say that no one has been banned by it before. No one. Only way you can ever get banned or restricted; to this day, is if you say anything toxic/ or intentionally feed. (Reason for intentionally feeding is that they do infact give restrictions for intentionally feeding) People can communicate with pings. As long as your playing the game, it really does not matter if they ignore you or follow your pings in this era. I don't know when the new tribunal comes out, most likely it's going to be the same case.
