Increased FPS with Custom Skin

I was looking for ways to increase fps on my computer and i came across this video. It's said that following the video can increase fps decently, and i desperately need that.

When i first bought my computer, 60 fps at very high and over 100 on medium high was normal; but now, i get at most 60 on very low out of combat, so once animations start, itll drop to 30-40 fps, sometimes even 10.

I was wondering if the content in the video is bannable. i would like to play and enjoy league with smooth fps so that i can play to my best ability, but i dont want to be banned for custom skin. also, is the adjustment in the settings (in the description of the video) allowed?

Custom skins/map reskins are under a "use at your own risk". They are not explicitly mentioned or considered banable, but any, and I mean any, way they could help you have an advantage over another player in game could result in a ban.

If you really want better FPS, first try lowering some settings in the options screen in game. I would use custom skins as a last resort, it really isn't worth the risk.
