It's a made up division of people that are worse than bronze. It's an insult
I uh think the best explanation would be to watch any episode from 3 seasons of Kshway's "Wood Division Adventures". You can find them here.
It's just a joke about players being so bad that they're worse than bronze.
However, it could define pre-level 30 players that are not smurfs.
