What is preseason?
If i reach 30 during the preseason, will i be able to do my placement games or do i have to wait till the season 5 officially starts?

That.... is actually a good question. I know that in the preseason you can play ranked to try to get a higher placement in the next season but I have no idea how 'starting' ranked works in the preseason.
You can start your placement matches during the preseason.
All Preseason is, is balance changes and other changes to the game, such as new items. The Season starts when the pro scene starts. When a Season starts from the Preseason, the player that's already done their placement matches during the Preseason won't have to do them again when the Season actually starts. The only time a player has to do their placement matches again, is after a Season has ended.
