However, even for what they intended, he doesn't have the proper tools.
The more common bot lanes supports negate his presence.

He gets outranged, and out dpsed by alot of ADCs that don't have to get nearly as close.

Currently, no one has to interact with Morde bot lane if they don't want to, unless you take a few VERY specific supports. You're pigeonholed into a few specific champs bot lane. Losing dragon is also an even bigger issue with Morde because that's a huge part of his power budget. You miss dragon and you miss out on a huge push. On the other hand if you take it, you can't ult until the ghost is gone. His ult is actually disabled, even if he doesn't want the ghost because he helped take drag.
Right now too much of his power is tied up in his Q which is only going to work when you have summoners to burn. His E damage has been trashed and given AD ratios even though there's still no incentive to build AD on him outside of hybrid scaling items. He still deals more damage with an AP central build regardless. On top of that you give up pushing power to have Morde bot. He'll dish out more damage with AP but will suck at pushing turrets. AD has less burst but gets NO SHIELD for auto attacks. Even though he has AD scalings.
Bottom line, there's too much wrong with this Mordekaiser rework, it's too polarizing. It's more feast or famine than the old Morde. In every game he's either going to succeed and crush the game to the point where no one has fun, or flounder in bot trying to farm under tower and failing to function until he's at 4 items around the 30-35 min mark.
Morde is a solo split pusher, that's his identity. Always has been. This new play pattern for Morde makes so little sense. I'm not saying the idea to create a non-adc bot lane carry is bad. However I am saying Mordekaiser shouldn't have been sacraficed for it.
Worst of all, even though morde is being made out to be a bot-lane juggernaut. There are plenty of other champions that can pull off the same role more successfully. So while taking Morde bot-lane may "shake-up" the meta, there are other top laners that could do the same once things have changed.
The thing I hate most about the new shield, is that your support HAS to stick with you in order for it to work. If your support is focused or poked down, you're back to having two skills and an ult while trying to fend off two people. Which mean Morde has to rely on an even more specific subset of supports.
