Should I be using Riven Often?

Hello! Recently I have been finding myself using riven. Although I'm not quite the best with her, I want to learn and eventually make her one of my comfort picks. However, I'm wondering if there was anyway to build her so that she will stay close to the Meta or I should just build her getting full CDR. Also, what are better builds to do when facing AP champions. Thank You very much to anyone who can help me.
