We should not be punished for dodging a Queue with a troll

Instead, we should be able to have a vote to kick the trolling player. The vote could then be reviewed (afterwards). If people kicked for no good reason (ie they didn't like someone's champion selection or thought the team comp was bad), they would be punished instead of trolling player. But it's completely stupid to punish people for no other reason that not wanting to waste 30 mins when someone openly admits they are going to troll the game.
