Ranked Changes?

Hello, I have been a League of Legends player for a long time now. I was just wanting to offer my input on a particular issue. To start it off, I feel as if there should be a more strict set of rules applied to ranked games, mainly inting. I know that you all do as much as you all can to fix this issue, but it just seems to keep reoccurring. As long as that particular person plays a good number of games while only being reported a small amount of time, they have a smaller risk of actually getting punished. In my opinion, there should be a longer ban time for any person who deliberately feeds. I know this may cause the number of summoners to slightly decrease but it could also bring in a lot of new players. I also have a suggestion that could be implemented into the game. It would be a system similar to that of overwatch in CS-GO, where high ranking players can watch and act upon punishable activities. By acting, I mean that they can review footage of the game and, in a way, make it a high priority case that is sent straight to a League of Legends official (this way it is less trafficking of report cases that riot employee's have to deal with) , who can then determine the punishment for the accused player. This would ultimately make the game more enjoyable, which would in turn draw more people in. Adding this in, would also increase the amount of YouTube videos (by doing the cs-go overwatch videos but for LoL), and twitch air time for League of legends which means more exposure for the company. So it would be beneficial to both parties (the players and the employee's).
