Ranked Changes?

Hello, I have been a League of Legends player for a long time now. I was just wanting to offer my input on a particular issue. To start it off, I feel as if there should be a more strict set of rules applied to ranked games, mainly inting. I know that you all do as much as you all can to fix this issue, but it just seems to keep reoccurring. As long as that particular person plays a good number of games while hardly being reported, they have a smaller risk of actually getting punished. In my opinion, there should be a longer ban time for any person who deliberately feeds or is just really toxic. I know this may cause the number of summoners to slightly decrease but it could also bring in a variety of new players and older ones who have left the game from "toxicity" or always getting that "feeder" in a game. I also have a suggestion that could be implemented into the game. The first, would be a system similar to that of overwatch in CSGO, where high ranking players can watch and act upon punishable activities. By acting, I mean that they can review footage of the game and, in a way, make it a high priority case that is sent straight to a League of Legends official, who can then determine the punishment for the accused player. This would ultimately make the game more enjoyable, which would in turn draw more people in. It would also give LoL more exposure through YouTube videos (by doing something similar to the cs-go overwatch videos) and possibly more up-time on twitch. secondly, like most other players on here we would like for you to change your "balancing team" on the game or get a wider variety in elo, Add in people from all elo's not just lower elo's. challengers have more game "knowledge" than anyone else they know what is broke and what is pretty balanced. Same goes for masters and diamond players. Thank you for taking the time to read through my suggestions.
