Trolls in draft can play, but dodging that go punished

I dont know why players who dodge against trolls in ban picks must be punished with some LP and 5~30 minutes or their lives. Some choose to make someone else dodge, or pick adc without saying anything, and forcing others to sacrifice. And the trolls will go unpunished while the player who sacrifice for other ppl in the que go LP lose and time lose. And you can't even report these kinds of trolls in draft, nor riot gives supports to ban or learn their nicknames. Trolls go unpunished, and savior of the 3 ppl get punished.

I understand if there is no restrain in dodging que it will go mess, but rather try to make us able to report trolls in draft, or ban such players without need to play a confirmed lost game, and stop making me to wait 30 minutes. Make it like 2mins, 5mins, 10mins ban each time. 30 minutes if you meet two trolls? After wasting like 15 minutes already? Just cause you are unlucky? You waste 1 hour totally if you think about waiting que, picking champions, and waiting till game start.

5 minutes with first try, and 30 minutes for second try? For saving other 6 ppl from a troll games? But trolls can still play and be happy? Totally wrong ones, rito.
