Are the Patch Servers slow?

My Home internet connection isn't blazing fast. It has BEEN fast in the past, at previous addresses; but that has never significantly affected the patching speed of League. I was on a fast (150MB/s down 50MB/s up) connection with Rogers of Canada, and my downspeed through the patcher never touched over 1000kb/s. Now that I'm on about 25mb/s max downspeed and 8mb/s reliably (which is fine for streaming and playing the game), I will watch my patching downspeed plummet to 100KB/s OR LESS.

I know about server speed and QOS vs ISP speeds and QOS... i used to work for a private ISP. i have never seen such a marked percentage of line performance though.

We're talking less that 1% of total Download speeds possible through the patching service. Example: given 50mb/s from your ISP down you shouldn't ever reach more than 500kb/s on the league of legends patcher. That's being generous by giving it the full 1%. That just seems silly to me. If you experience a percentage higher than one, let me know! I'd gladly be proven wrong by a wider (or different) range of data. Mine entails about 4 different addresses and ISP speeds.

Can someone with more experience or knowledge in these matters enlighten me? I'm a Network Technician so don't hold back; i just wish to learn more about this phenomenon.
