Nobody has gotten key fragments in like a week.
Literally ask anybody or search "Key Fragments" on the boards and you'll see hundreds of posts saying Key Fragments aren't dropping.

well i might get one once a week if i am lucky
It's because the drop rate is not linear, they didn't drop in ARAM like they were supposed to until this patch, and people simply didn't read about either. A little research goes a long way.
Who said I didn't know that? I'm saying there must be a glitch where the drop chance went too far (0%) on accident. Nobody I've seen yet (Idk 30 posts and 5 friends [Which adds up to 200+ wins]) has said they've gotten a key fragment in the past week. Unless it's more rare then seeing a Hextech Annie then I think it dropped too far. (Maybe 0.001738% or some small number)
