How About Them Solutions to Tribunal

I need Help & Support (i couldn't find an appropriate forum for this so just move it wherever it needs to go) to understand why Riot doesn't care about improving ways to deal with the negative aspects of the League of Legends community, Honestly i just lost 12 LP and have had three 30 minute que timers because for 3 match lobbies in a row, i would rather take that loss than go into a 50 minute game with a bunch of trolls who think it funny to post this:

Troll: "Hey guys i just got trolled 7 games in a row, so now i'm going to do the same you. Enjoy the loss %%%%%%s, this community is toxic."

WHY

A: Should i have to take a LP loss and que timer for not wanting to have a feeding, double jungle on my team? B: Should this guy feel the need to go on this toxic rampage in a ranked que?

I'LL TELL YOUY WHY

There is no out-of-game reporting system The current que rewards toxic players by allowing them to que, and providing no escape without penalty for average players (i understand there to be a Team Builder style ranked que soon which i think is a god-send BUT) It's hard to penalize players without having the same trolls misusing the additional features to troll even further HOW CAN YOU FIX THIS SHIT?

1. Create an out-of-game reporting system for 1) Bots that auto spam you messages 2} regular reporting junk
2. Create a "Mutual Abandon Ship" button where if 4/5 team members want to hit the shiny red button and proceed to report the rat bastard that just wasted their time, they can do so
3. REWARD GOOD BEHAVIOR - only allow those who have recently 1) not been reported over a certain length of time and 2) have been honored for team/helpful/honorable opponent to use such features
