Should I not buy runes?

I'm almost level 20. I was waiting until level 20 to buy the top tier runes. Should I not buy runes anymore since they are seemingly getting reworked? Just don't wanna waste IP on something that's gonna get removed and replaced. But, at the same time, who knows when the new runes are gonna go live.

there will be some sort of reimbursement on IP, but no one knows if it's just a straight refund or what. Since the new runes are still months away, I would try to get by on T2s for now.
