What are those blinking white lights on the Rift?

Whenever I play on the Rift, I occasionally see these blinking white lights on the map. They do nothing other than that, and don't effect the gameplay, but they look weird to me. Anyone else see them? Or can anyone explain them?

if a talon is on the map, sometimes his abilities leave behind lights (stuck/leftover particles). Other than that I dont know.
