Pregame report feature

So, I've been playing a lot of ranked lately and there are a LOT of trolls around my MMR. Lots and lots and lots of trolls. But beyond that, there are just some downright toxic players running around in this game as well. The problem I have had lately is that there has been a ton of crappy behavior before even bans finish. These people don't deserve a free pass simply by getting someone else on their team to dodge for their behavior. It hurts the dodger more than it hurts the troll. I think it would be nice if we could potentially report people before the game as well as after, that way, if they force a dodge, they might actually get some consequence for their actions. At this point, we'd have to physically play the full game with a troll to actually have the chance to report. If it starts of unfun in the pregame, chances are they'll be unfun in the actual game as well.

E.G. Troll enters queue. Troll proceeds to look up and mock teammates. Troll flames until someone decides to dodge. Troll gets away unscathed. Repeat.

I play in windowed mode. If people spam selection chat, I just minimize the window.

I've seen vulgarity, racism, preaching about god and everything in between. I enjoy playing the game. If peoples' goals are anything other than playing and winning, I just mute them. Ignoring people and treating draft as straight pick order has made the game much more enjoyable.

I dodge. People who are acting crazy aren't going to play well or play at all in my experience. There's like an 80% they'll rage quit, afk, feed, or troll. Mute doesn't solve it. Even if it seems like they're just toxic verbally there's a really thin line between them spamming garbage in chat and deciding they want to intentionally feed your lane or make troll plays with champs like tahm or bard to get you killed.
