Apparently there are still some programs on the internet for free RP. These are all scams and trojan horses. I fell for one a few months ago and some bastard stole my account and changed the password. Luckily I didn't have my credit card number saved anywhere but I'm sure that hacker could have gotten it. Anyway I don't like these people if you ever meet someone that does this then kick them in the nuts!
Bing's rewards program can get you free RP. Sign up, use their search engine every day, earn a $5 burger king card that you can use as RP every month or so.
Actually, you are right there is no FREE RP, but an organization does daily tournaments right here on the League of legends event boards called Absolute Gaming. Riot sponsers the tourny's and the top teams get prizes. I have won rp doing tournys twice already. So really the RP cost me no money, but it did cost me some time.
A couple years ago, when I was a young chap, I fell for one of these schemes, and thus my main account got perma-banned from the boards
