Question about Windspeaker's Blessing Mastery

Does this mastery stack the second effect?

heals and shields on allies increase your target's armor by 5 - 22 [based on level] and magic resistance by 2.5 - 11 [based on level] for 3 seconds

For example, Soraka's heals can be used 3-4 times on the same champ in less than 3 seconds.
