A Suggestion For Reducing Queue Times.
Dynamic Queue has been out for a few months now, and as many people have pointed out throughout its history, if you pick fill OR if you even put support in any position, 99% of the time you will get support. This has had an extremely detrimental effect on the ratio of support players to other roles because even people who want to play support, but not all of the time, tend to avoid queuing as fill or support because they know there is absolutely zero possibility of them getting another role. Now, this has led to a shortage of supports in the system, which in turn leads to some ridiculous queue times in the higher elo brackets, and has raised the average queue time quite a bit on the lower end as well. My suggestion to this problem is relatively simple and could be implemented in a variety of ways.
If anybody has played World of Warcraft, and I'm sure a few people reading this have, you should know that there is a system in WOW where players can queue for either a tank, healer, or dps position in order to get into a raid or dungeon, however, there are many more players who play a dps class than the other two, and so there are often long queue times because the system is constantly waiting for one tank or healer to queue up in order to fill the two remaining spots. In order to combat this problem, what WOW did is that they made it so that when there is a lack of healers and tanks queuing at a certain part of the day, they give satchels of random (with the possibility of super rare) loot to those tanks and healers if they queued up and finished a raid or dungeon. This system could easily be implemented in league too, and would give rewards to people who queue up as support during hours where they are needed, but it would be up to Riot to decide what kind of reward system they would want to come up with.
OPTION 1.
Combine it with the new Hextech crafting system and give players the guarantee that they will get a key fragment at the end of the game, or, maybe a "chest shard", which would be the same with the keys, three of them combine into one chest.
OPTION 2.
A very small amount of RP points could be used as a reward too.
OPTION 3.
Players choose what skin they would like to earn points towards before they queue up as a support, and when they finish the game, depending on their rating, they get points towards either unlocking that skin permanently, or like in hextech, "renting" it it for 10 days. It would take multiple games to unlock them, I would leave it up to Riot to find the right numbers.

CONCLUSION.
I am not saying that this system would be happening at all times of the day, because during peak hours, I think queue times are usually manageable and fair. However, early in the morning or late at night, when queue times in ranked can reach upwards of 10 minutes at times, I think that this system would help to reduce that significantly.
