Better late than never?
All who signed up but didn't get a part in the testing are now being given access in the last 24 hours. They want a medium sample size right before open beta happens, just to make sure they are getting everything.
Plus you get it a few weeks early.
Open beta isn't ready yet (but should be soon), so better late than never. I think they are giving out that hextech wrench icon to Alpha testers.
