I understand that it's a legendary dropped down to 975RP as a 'thank you' from Riot, but I'm SOOO close to getting it (like 50 RP or something) if I buy another skin I want. I was wondering if I could just save up and wait until it's on sale.

I don't think it will go on sale, although I think the only true way to tell would be to wait and see. If you're only a few RP away, ask Riot for the remaining points while drawing them a cute little picture. They typically add the small portion to your account.

I think it's permanently discounted so i doubt it will.
