Leaving a game?

So today I was playing a game of league when my internet dropped out and I got bug splatted. Upon trying to login, the announcement came up saying that there were login issues. After a while I was finally able to log in, and we won the game. At the results screen, I was told to type "I Agree" into the little box for leaving the game. I think the penalty system should be reworked so people do not get penalized for bug splatting or their internet disconnecting or the servers having issues.
