Is Rabadon's kill?

So today I was playing some U.R.F. I'm playing full AP Blitzcrank when I buy a Rabadon's Deathcap. The Rabadon's did not show the 30% AP it was supposed to give me. Even after selling it and buying it again, the item still failed to work
