Of all the boards categories, you'd think "General Discussion" would be among the more thoughtful and provoking concepts.

Nope.

Nothing but the same Rants and Cries I see on the front page, --not that we don't need those, they make controversy for the boards and that's cool -- but GD is straight up non-civil.

Most boards like Champion/Skin concepts and Meme's and Games bring players together to have fun and focus on what the game is really about. I can not say the same for General Discussion.

That isn't an excuse to post your regards in such an immature manner. The people of GD, and, quite frankly, most Rant posters need to learn to communicate their point strong without using Caps lock.
