why am i just learning of this item as a nami player?

Because it's bad?
Because you don't read patch notes.
I main Nami, so even though I'm Silver 2 I want to interject;
It is a good item. Decent stats if it doesn't take you over your CDR limit.
You have to consider who is on your team. If you have 2 powerful Auto-Attack based carries (and not always split pushing without you there) or just an excess of AD, I'd say it's worth it. If your only AA based teammate is your ADC, the buff is a bit of a waste.
true, but the cdr and movespeed is really good on nami, only cons i see is the cost is not a good 5 or 6th item on her.
+
= bonus attack speed shielded turrets
giving your adc attack speed boots worth of attack speed is bad?
It's not an amazing item on Nami, but it can sometimes be effective based on teamcomp.
Lightspeed Lux

Enjoy what essentially amounts to lots of free crowd control, zooming around at well over 500 movement speed, and the best part is the teamwide shield that double-procs the censor leading to an even larger steroid.
Works best with Graves or Lucian. Still useful with: Twitch, MF, Ashe (Utility Lane) Not recommended with: Jinx, Vayne
Run Movespeed Quints, Mpen Reds, armor/level yellows, mres/level blues.

Playstyle: Backline support that does extremely well in peeling and damage supplementation. Extremely good at chasing. You are paper thin, however, so not getting caught is -EXTREMELY- important, though in many cases, your speed/ghosts/coin active will be more than enough to get you out of situation.
With the 4 points in offense for CDR and a blue elixir, you have max CDR. Use that to your advantage. You can force people to tilt easily and try to kill you and chain CC them until backup arrives for what amounts to a very easy kill.
You're welcome.
I don't feel it's a bad item, I just don't feel like it beats out
or
, and between those two items along with
,
and
, about the only time I can see it being useful is at the end of your build. I understand that the attack speed can be useful, but unlike
, you can't target your entire team with it, and if you target an enemy for your first bounce, you don't necessarily know where the second and (maybe) third bounce is going, so you can't easily make use of it unless you target an ally right off the bat, but that discourages you from using your heal to try and frontload more pain onto the enemy.
Admittedly, I don't like attack speed as much as others do. Attack speed is only useful if your enemy is allowed to attack unhindered. Realistically, a carry is only going to get a small number of auto-attacks off before he's blown up or forced to bravely run away, so you have to make the most of those attacks with pure damage and maybe some armor penetration/percentage health shred. Granted, you should be able to protect the carry, but accidents happen, and when that happens
won't save their life,
and
can.
It's just come out on patch 4.10 so not many people know of it. Beside, people normally wouldn't want to build AP on shielding and healing support.
