Please Tweak The Dodging System

Recently i wanted to play some ranked so i can get out of the elo hole known as bronze. I queued up, and i got a game. I then was auto filled to support. Knowing i suck at support i did my team a favor and dodged. I waited 5 minutes and queued up again. This time i got my role, but it came with a price. My support was trolling. First he/she was saying he/she will go vayne support. I said please don't and she wouldn't listen. So when it was my turn to pick i picked vayne. After i picked, my support picked yasuo. I knew this game was not going to be worth 40 minutes so i dodged again. I then got met with a 30 minute penalty. I find this unfair, I believe you should be able to dodge 1 or 2 games before getting a penalty, this way people who don't want to a 40 minute game with a soraka jungle and a yasup support, can just dodge. We all know league has a toxic and not friendly community, so if i know my teammate is gonna troll before the game even starts i want to dodge and still be able to queue up another match that maybe will go better. And yes i know they're flaws with my idea so i would like some feed back to make my idea better. I will end this off with a question, should we be able to dodge a few times without getting a penalty?
