Gifting Ultimate Skins

I played with someone who was trying to gift me DJ Sona since I did well, everyone was nice, and couldn't really afford it right now, but he said it wouldn't let him. I checked the Gifting Center and it didn't pop up when I typed it in.

Are Ultimate skins not able to be gifted?

I had no problem gifting it to my girlfriend. She was understandably very pleased by it.

More than likely just a bug since Ive seen people and heard plenty of stories of my friends and others getting gifted SGU and PFE.
