This is intended. The Legacy Vault is opened for a bit. :]

I think he meant that some normally available skins (such as prom queen annie or rune wars renekton) are in that category, as to say they are becoming legacy.

Probably just a clean up, they've been doing it for awhile now. New skins come out so that leaves older skins obsolete, and a couple skins get put into the Legacy vault!
