Majority Votes?

So I've been playing a lot of One For All lately and I noticed that when 3 people vote for the same champion that champion is chosen because of the "Majority" rule, now my question is why is it that 3 are considered the majority in champion select for One for All and yet when you're in game 4 is the majority for voting to surrender?

Because the majority of League players decided to need 4 votes. Simple.

Those moments when your in a party of 3 and the 2 randoms don't surrender...

There's a fed riven on the other team and it's 12/34 team kills... we're 4 dragons down and only took 1 tower.
