Throttling

Don't you love it when you pay $20,000 a year to go a college, yet they can't afford to keep stable internet? And even worse, they decide to throttle League (which uses very little bandwidth) over NETFLIX and YOUTUBE. Even worse, the throttling is at completely random times of day. An hour ago, I played a game with 45 ping. Right now I'm in a game and my ping is 2000+. I never know if a game is going to be playable or not. Because of this I have been reported many times in the past few months. FML.

I use ethernet cable in my dorm. It usually gives me ~95 ping. (Which is great by me. I've never been below 90 ping before. Ah, east coast.)
